Meet the Speakers

Ms. Sorina Teleanu
Director of Knowledge, DiploFoundation
Based in Geneva, Switzerland, Sorina focuses on exploring the intersection between digital technology and global governance, through conducting research, lecturing for various capacity development programmes (in particular for policymakers and diplomats), and delivering regular briefings for the diplomatic community. She is also a visiting professor at the College of Europe, where she teaches a course on digital diplomacy.
Sorina has worked in the internet and digital policy field for over 15 years in roles including policymaking, research, capacity development, and stakeholder engagement. Before joining Diplo, she worked as an advisor in the Parliament of Romania, dealing with ICT-related legislation and policies.
Between 2011 and 2016, Sorina served as the alternate representative of the Romanian Government to ICANN’s Governmental Advisory Committee. She was also the Chair of the Executive Committee of the South Eastern European Dialogue on Internet Governance (SEEDIG) and a member of the UN Secretary-General’s Multistakeholder Advisory Group for the Internet Governance Forum (IGF). Sorina also worked as a fellow and consultant at the IGF Secretariat.

Ms. Mina Seonmin Jun
Policy Advisor, Korea Information Society Development Institute
Ms. Jun is a Policy Advisor in the International Cooperation Research Center at the Korea Information Society Development Institute (KISDI). She holds a master’s degree in Global Business Management and has over ten years of experience in international telecommunications policy, with a particular focus on the International Telecommunication Union (ITU) and the Asia-Pacific Telecommunity (APT).
Currently, Ms. Jun serves as the Vice Chair of ITU-D Study Group 2 and the Council Working Group on WSIS & SDGs. She has held several key leadership roles, including Chair of Committee 5 at the 2022 ITU Plenipotentiary Conference (PP-22) and Chair of the Working Group of the Plenary at the 2022 World Telecommunication Development Conference (WTDC-22).
Ms. Jun actively follows digital inclusion for all issues and engages in the global digital cooperation agenda, working to bridge digital divides and enhance international collaboration in ICT development.

Mr. William Lee
Assistant Director, Internet Governance, Department of Infrastructure, Transport, Regional Development, Communications and the Arts
Mr Lee is the Assistant Director, Internet Governance, within Australia’s Department of Infrastructure, Transport, Regional Development, Communications and the Arts, where he leads on internet governance public policy and multilateral engagement. Mr Lee is an experienced policy practitioner, previously working across various complex policy and legislative topics including international mail and e-commerce, urban planning, infrastructure, transport, and intergovernmental affairs at both national and sub-national levels.
Currently Mr Lee serves as the policy lead for Australia’s preparations to the World Summit on the Information Society 20-year review (WSIS+20)

Ms. Amrita Choudhury
Director, CCAOI
Amrita is an active participant in digital and internet governance policy discussions in India and overseas. She is involved in capacity building, outreach and research. She is currently serving as Director of CCAOI, an organization representing the interests of internet users and non users in India.
She serves as UN IGF MAG member, Chair of Asia Pacific regional IGF (AprIGF), Chair ICANN Asia Pacific regional AtLarge Organisation (APRALO), Chair IGF Support Association (IGFSA). She is currently one of the coordinators of the MAG Working Group on IGF Strategy and the Policy Network on AI .
She is one of the founding members of the India School of Internet Governance (inSIG); coordination committee member of India IGF and advises and guides Youth India IGF.

Ms. Angela Wibawa
Director (Government and Inter-Governmental Organization (IGO) Engagement, APAC) , ICANN
Angela Wibawa is a Director (Government and Inter-Governmental Organization (IGO) Engagement, APAC) at the Internet Corporation for Assigned Names and Numbers (ICANN). Before joining ICANN in 2023, Angela has spent most of her career in the Singapore public service, especially on the topic of international policy. Prior to joining ICANN, she worked at the Cyber Security Agency of Singapore (CSA) and the Infocomm Media Development Authority of Singapore (IMDA). Angela obtained her Bachelor’s degree from the National University of Singapore.
